Social Security ID- What ID is needed for my bf to get his?

My bf needs to get his new one as he is 21. He lives with his useless mum and step dad, he needs to show 2 things with his address on in his name. He doesn't have medical or anything so he doesn't have anything with his name on that comes to the house. His parents won't go down to the DMV with him to confirm he lives there. He has his birth cert, and his old ID, problem is his old ID has his old address on it -.- Is there any other way to get around this, he needs the ID to start work at a job he has been offered.
