What is the name of this book?

I read this book and I'm trying to find it to re-read it. It's about a tween girl who's brother supposedly died after being out alone. Their dad confirmed it was him. The girl started getting strange phone calls. The parents were in denial ever since. They still act as if they love the brother more. The brother turns out to be the one calling the sister. The only problem is she's been getting in fights with the bully at school and he won't leave her alone. So, one day the sister goes to visit her brother's grave and finds her brother there alive.
