My bank and paypal account was compromised?

So recently, I had a $500 payment from my bank, but it wasn't sent by me? Apparently, the hacker had made a paypal, confirmed my bank details and sent a $500 gift to himself or something? Is there anyway to recover my money and identify the thief? Like, could I press charges and call the cops on the thief? Or is there no way to find him, cause he might be halfway around the world.
