If joint account holder has debt w/telecheck does that prevent second account holder from writing checks?

I have a return check that was written on a joint account that has to be cleared up preventing me from writing any checks that use telecheck, does that prevent second account holder from writing checks trough telecheck if not written @ same merchant? If second account holder tries to present check & gives their dl# using same account will that check be denied? Hope someone has an answer.
