Haven't recieved last pay check?

So about 4 years ago i worked for a business for 2 weeks then was fired. They said they would mail my check along with my boyfriends who was fired too. A week later he got his but i didnt get mine. I was frustrated at the time and every time i called them they would put me on hold for an hour so i gave up. I contacted them trough their website recently and they said i have to pay a 25-35 $ returned check fee. The check was never deposited by me or given to me. I thought it was the businesses responsibility to get your check to you O_o or do i have to pay up.
